Voluntary Submission of Requests for Approval. Covered employees may voluntarily submit requests for Agency review and approval of outside employment arrangements that are arguably exempted by Section 3 or 4 of this Article from the prior approval procedures of the USDA supplemental regulation and this Article. The Agency shall either confirm that the outside employment is exempted from the prior approval procedures, or shall inform the employee of the need to comply with Section 2 or 4 of this Article.
