Waiver of Steps or Time Limits. Notwithstanding any provision in this section, any time limit or stage or procedure specified in this section may be waived upon consent of all parties involved. In the case of dismissals, demotions and suspensions, the grievant may initiate his/her grievance at the Second Step.
