WITHHOLDING, SUSPENDING AND REPAYMENT OF GRANT. 5.1. Without prejudice to the Department's other rights and remedies, the Department may at its discretion reduce, withhold or suspend payment of the Grant and/or to terminate the Grant with immediate effect, and/or require repayment of all or part of the Grant if one or more of the following events occur:
