WORK OPPORTUNITIES PROGRAM. Section 16.1 The Parties to this Agreement support the development of increased numbers of skilled construction workers from among Area Residents to meet the labor needs of the Project, specifically, and the requirements of the local construction industry generally. Towards that end the Parties agree to cooperate respecting the establishment of a work opportunities program for Area Residents, the primary goals of which shall be to maximize construction work opportunities for traditionally underrepresented members of the community. In furtherance of the foregoing, the Unions specifically agree to: (a) Encourage the referral and utilization, to the extent permitted by law and hiring hall practices, of qualified Area Residents as journeymen, and apprentices on the Project and entrance into such qualified apprenticeship and training programs as may be operated by signatory Unions; and (b) Work cooperatively with the College and other College consultants to identify, or establish and maintain, effective programs, events and procedures for persons interested in entering the construction industry; and (c) Participate in College based job fairs, career days and outreach events; and (d) Provide speakers to speak at College programs and Academies as requested; and (e) Assist Area Residents in contacting pre-apprenticeship programs that utilize the Building Trades multi-craft core curriculum (MC3) and the Apprenticeship Training Committees for the crafts and trades they are interested in. The Unions shall assist Area Residents who are seeking Union jobs on the Project and Union membership in assessing their work experience and giving them credit for provable past experience in their relevant craft or trade, including experience gained working for non-union Contractors. The Unions shall put on their rolls qualified bona fide Area Residents for work on this Project; and (f) Allow tours of their JACs as requested; and (g) Provide a contact information list for all Union representatives and Joint Apprenticeship Committee representatives; and (h) Support local events and programs designed to recruit and develop adequate numbers of competent workers in the construction industry.

The Unions shall assist District residents who are seeking jobs on the Project and Union membership in assessing their work experience and giving them credit for provable past experience in their relevant craft or trade, including experience gained working for non-union Contractors. The Unions shall put on their rolls qualified bona fide District residents for work on this Project.
j) The Council and Unions will provide semi-annual reports to the District in January and July of each year the Agreement is in effect as to the number of District Area Residents employed on a Covered Project.

WORK OPPORTUNITIES PROGRAM. Section 16.1 22.1 The magnitude, duration, and complexity of the Covered Projects will require large numbers of skilled craft personnel and create significant economic opportunities for current and former SDCCD students, graduates, and Local Residents. It is therefore the understanding and intention of the Parties to use the opportunities provided by the extensive amount of work to collaborate and implement programs and procedures, which may include, for example, North America’s Building Trades Unions Multi-Craft Core Curriculum (MC3) apprenticeship readiness programs, to prepare persons, especially current and former SDCCD students, graduates, and Local Residents, for entrance into Apprenticeship Programs to begin or continue their construction careers on Covered Projects and future projects. With assistance from the Project Labor Coordinator, the Contractors, the Unions and their affiliated regional and national organizations will work jointly to promptly develop and implement procedures for the identification of craft needs, the scheduling of work to facilitate the utilization of available craft workers, and the securing of services of craft workers in sufficient numbers to meet the high demands of the Covered Projects to be undertaken.
Section 22.2 The Parties to this Agreement support the development of increased numbers of skilled construction workers from among Area who are current and former SDCCD students, graduates, and Local Residents to meet the labor needs of the Project, specifically, and the requirements of the local construction industry generallyCovered Projects. Towards that end end, the Parties Parties, together with SDCCD and the Project Labor Coordinator, agree to cooperate respecting the establishment of develop and implement a work opportunities program for Area Residents, the primary goals of which shall be Local Residents to maximize construction work career opportunities for traditionally underrepresented members of the communityand create a construction career pipeline to becoming employed on Covered Projects. In furtherance of the foregoing, the Council and Unions specifically agree to work with SDCCD and the Project Labor Coordinator to:
(a) Encourage the referral Collaborate with existing or newly created MC3 apprenticeship readiness programs in San Diego County to offer opportunities for current and utilizationformer SDCCD students, graduates, and Local Residents, including students, to enroll in free short-term construction apprenticeship readiness training to prepare them to enter into Apprenticeship Programs and become employed by a Contractor on Covered Projects. The Project Labor Coordinator, with the extent permitted by law and hiring hall practicesassistance of the Parties, of qualified Area Residents as journeymenwill assist with the recruitment, career placement, and apprentices on the Project tracking of such current and entrance into such qualified former SDCCD students, graduates, and Local Residents who graduate from these apprenticeship and training programs as may be operated by signatory Unionsreadiness programs; and
(b) Work cooperatively The Parties will cooperate and collaborate with SDCCD and Project Labor Coordinator to conduct outreach to and include current and former SDCCD students, graduates, and Local Residents from traditionally underrepresented segments of the College and other College consultants to identify, or establish and maintain, effective programs, events and procedures for persons interested local population in entering the construction industrycraft workforce for Covered Projects; and
(c) Participate The Project Labor Coordinator, with input from the Council, shall produce detailed bi-annual reports to measure and report the outcomes of the policies, requirements, and programs established in College based job fairsthis PLA, career days including the achievement of current and outreach eventsformer SDCCD students, graduates, and Local Resident employment participation on Covered Projects; and
(d) Provide speakers The Unions will partner with SDCCD, Contractors and Project Labor Coordinator to speak at College conduct outreach and recruitment activities by establishing or continuing to maintain existing centers, programs, and events to facilitate the entry of current and former SDCCD students, graduates, and Local Residents into the building and construction trades. These programs shall serve as a resource for preliminary orientation, assessment of construction aptitude, referral to MC3 apprenticeship readiness programs or Apprenticeship Programs, referral to hiring halls, and Academies as requestedprovide tailored orientation and mentoring for women; and
(e) Assist Area The Unions shall assist current and former SDCCD students, graduates, and Local Residents in with contacting pre-apprenticeship programs that utilize the Building Trades multi-craft core curriculum (MC3) and the Apprenticeship Training Committees Programs for the crafts and trades they are interested in. The Unions shall assist Area current and former SDCCD students, graduates, and Local Residents who are seeking Union jobs employment on the Project and provide opportunities for Union membership in by assessing their work experience and giving them credit for provable past experience in their relevant craft or trade, including experience gained working for non-union Union Contractors. The Unions shall put on their rolls qualified bona fide Area current and former SDCCD students, graduates, and Local Residents for work employment on this the Project; and
(f) Allow tours of their JACs as requested; and
(g) Provide a contact information list for all Union representatives and Joint Apprenticeship Committee representatives; and
(h) Support local events and programs designed to recruit and develop adequate numbers of competent workers in the construction industry.
