Written agreement required. Prior to the end of the Credit Installment Period, and so long as the Additional Capacity is greater than zero, IID shall not transmit electric power over IID's Transmission System for delivery to Edison's Electric System for any person (other than itself) except pursuant to a written agreement providing for such transmission.
