(I) If a subscriber or employee enrolls a xxxxxx child due to placement in the subscriber or employee’s care within thirty- one (31) days of placement, coverage becomes effective on the first day of the next month after enrollment is received, unless enrollment is received on the first day of a month, in which case coverage is effective on that day; or
