Xxxxxxx Xxxxxxxx. The decision of the arbitrator shall be final and binding. The cost of arbitration shall be borne equally by the District and the Association. Failure of any party to participate in the duly scheduled hearing in any stage of this procedure shall not delay the disposition of the grievance.
