Xxxxxxx’x Review and Recommendation. After a careful review of the PAEP’s and UEC’s reports and recommendations, the Xxxxxxx shall make a positive or negative recommendation as to the Candidate’s reappointment or promotion. The Xxxxxxx’x recommendation, if positive, is provided to the President, and if negative, the decision and written justification are provided to the Candidate. Negative recommendations from the Xxxxxxx are terminal, but are appealable to the President.
