Board of education or board means a public body or public agency responsible for the education of children. This term shall include, but not be limited to, [town] local or regional boards of education, [regional vocational-]the Connecticut technical high schools, the unified school districts of the Departments of Children and Families and Correction or systems as administered through state agencies, [educational service centers and state agencies] including but not limited to the Department of Mental Health and Addiction Services pursuant to subdivision (4) of subsection (e) of section 10-76d of the Connecticut General Statutes.
