Commence operations means opening for business to the public and the actual commencement of operation of all elements of the Project Improvements in accordance with the Operating Standard and the terms of this Agreement and all other Project Documents and all Applicable Law, except such minor elements that do not prevent Owner from operating the Complex Site and the Project Improvements as a whole in accordance with the Operating Standard.
