Complete retention definition

Complete retention means a type of wastewater treatment facility that does not discharge to waters of the state, to subsurface disposal systems, or to wastewater irrigation systems, but uses evaporation, evapotranspiration, and seepage within allowable limits, to dispose of the wastewater.
