Contracting In. Further to Article 9.08(d)(i)(1) the parties agree that the Redeployment Committee will immediately undertake a review of any existing sub-contract work which would otherwise be bargaining unit work and which may be subject to expiry and open for renegotiation within six (6) months with a view to assessing the practicality and cost-effectiveness of having such work performed within the Hospital by members of the bargaining unit."
Contracting In. Nothing in this Agreement prohibits the Employer from contracting with any other party. It is agreed that all such work will be bargaining unit work and the Union agrees to meet to discuss temporary modifications to this Agreement as set out in MOU #9.
Contracting In. 20.1 The City agrees to meet and confer with the Union prior to contracting out work currently performed by bargaining unit members whenever such contracting out would result in material reduction of work done by bargaining unit members or would have significant adverse impact on bargaining unit work. It is agreed that position reductions, which result in lay-off of employees in the bargaining unit constitute significant impact on bargaining unit work.
20.2 The City and the Union commit to delivering the CIP and related projects with the highest quality, on time and on budget. The City commits to engage with the Union to identify and discuss opportunities to in-source (“contract-in”) the performance of various services either currently, or planned to be, performed contractually by non-City employees, and through other available means, outside of the meet and confer process.

Contracting In. Whereas there is a potential for some services and functions, currently contracted out or potential future contracts, to be performed by bargaining unit employees, the Parties agree to the following undertakings that will be carried out within six (6)
Contracting In. The employer commits to continue the current process of insourcing work currently outsourced in co-operation with the relevant union/s by identifying all currently outsourced work. Organisational units will bid for work currently out-sourced to contractors, unless otherwise agreed between the parties and subject to any legislative requirements. In-sourcing will be undertaken where it can be demonstrated that work is competitive on an overall basis, including quality and the cost of purchase and maintenance of any capital equipment required to perform the work. Where the employer requires that in-sourced work is performed by work units which specify industry accepted standards of accreditation or minimum qualifications for their performance, these requirements must also be met by external bidders. At the expiry of existing contracts, the employer commits to in-source work unless the cost of in-sourcing the work is demonstrated to be greater than five percent higher than outsourced arrangements once cost comparisons between direct and contract labour have been made. This will not prevent the use of contract extension clauses while this process continues. Training for managers to undertake costings and bids will be provided on an ongoing basis. Special consideration will be given in circumstances where appropriate deployees are available to provide a service. In these cases, latitude will exist in relation to price competitiveness. This latitude will be quantified and agreed between the parties at the EB7 Implementation Group. Subject to this clause, existing contract arrangements will not be extended to new or replacement facilities. Opportunity will be given for in-house staff to undertake the work as outlined above. It is acknowledged that new or replacement facilities are not to be treated as greenfield sites. In the case of the Operational Stream, the parties agree that the following process will be utilised to assist the employers Operational Services staff to compete equally for work that is currently contracted out: • ensure that offer documents include key performance and quality criteria to be addressed by all bidders/tenderers; • provide independent in-house advice and assistance to in-house staff in the preparation of business cases; • ensure that offers are evaluated on the basis of cost (which includes the contractor basing their price on a minimum of EB6 rates of pay), quality, timeliness and ability to maintain specified key performance criter...
Contracting In. (a) Nothing in this agreement prohibits the Employer from contracting with the Ministry of Transportation and Highways or any third party for the performance of work of any kind, which requires the use of employees, covered under this agreement. It is further recognized that such an increase in business will lead to improved job security for the Employer's employees, and help to xxxxxx an atmosphere of improved cooperation and strengthened economic relationship between the Employer and its employees.
(b) For the purposes of this agreement, "project work" is defined as work, distinct from that road and bridge maintenance work contained within the contract(s) in effect between the Employer and the Ministry of Transportation and Highways. An existing third party contract or renewal thereof for the provision of road and bridge maintenance work activities consistent with those contained within the maintenance contract(s) with the Ministry of Transportation and Highways will not be considered project work for the purposes of this agreement. However, should the Employer secure additional third party work for the provision of road and bridge maintenance work consistent with those contained within the maintenance contract(s) with the Ministry of Transportation and Highways, the parties shall meet to establish the application of this. Should the parties be unable to reach mutual agreement, the matter shall be referred to arbitration pursuant to Clause 9.6.
(c) Further provisions applicable to "Contracting In" (Project Work) are covered in MOU 6.
Contracting In. A. The Union will be granted a reasonable opportunity to demonstrate that bargaining unit employees can competitively perform work, which has been previously contracted out, including access to available information regarding costs and performance audits. In considering the granting, renewal or continuation of competitively bid contracts for work normally performed by bargaining unit employees, to the extent feasible the Employer will examine information provided by the Union regarding whether or not such work can be performed with greater efficiency, economy, programmatic benefit or other related factors through the use of bargaining unit employees rather than through renewal or continuation of the contract or initial contracting out of work.
B. Within thirty (30) days of the effective date of this Agreement the State will furnish to the Union the State agency web site addresses that identify requests for proposals (RFP) and invitation to bids (ITBS) for work it expects to contract out. The Union will receive additional State web sites within thirty (30) days of when they come on line.
Contracting In. The Board agrees to meeting with the Union on an annual basis to review contracted services.
Contracting In. 31 The County and the Union also agree to allow the Union the 32 opportunity to bid on work which is being considered for contracting out in accordance with a 33 procedure that is mutually agreed upon by the County and the Union.
