As requested by SEPTA's DBE Program Office, a Proposer shall be required to submit in writing the efforts undertaken to demonstrate the Proposer's good faith efforts to obtain DBE participation for this Contract.
SEPTA will count expenditures to a DBE contractor toward DBE goals only if the DBE is performing a commercially useful function on that contract, as determined by SEPTA's DBE Program Office.

In order for Contractor to apply the work or services of substituted the DBE Subcontractor towards the DBE goal, the substituted DBE Subcontractor must be certified by the DBE Program Office.
