Graduated sanction system means structured incre- mental responses designed to reduce risk to the public, effec- tively intervene in noncompliant behavior, where possible, repair harm to the community, and make efficient use of lim- ited state resources. Sanctions may include, but are not lim- ited to, partial or total confinement; home detention with electronic monitoring; work crew; community service; inpa- tient treatment; daily reporting; curfew; educational or coun- seling sessions; supervisions enhanced through electronic monitoring; or any other sanctions available in the commu- nity.
