Every applicant for admission to practice law in the state of Iowa must have on file with the assistant director examination results from the Multistate Professional Responsibility Examination (MPRE) administered by the National Conference of Bar Examiners no later than April 1 preceding the July examination or November 1 preceding the February examination.
The board shall determine the qualifications of each applicant upon the basis of the report of the Law Examiners Committee, proof of passage of the Multistate Professional Responsibility Examination, the recommendations of the executive director, and such other matter it may consider pertinent under these rules.
An applicant for admission by examination may be admitted to the Bar only if that applicant has also taken the Multistate Professional Responsibility Examination (MPRE) written and administered by NCBE and has received the minimum grade required by the Committee.
Each person who is admitted after July 1, 1987, shall have obtained a passing grade on the Multistate Professional Responsibility Examination (MPRE) prepared and administered by the National Conference of Bar Examiners.
Absent an express prohibition by the National Conference of Bar Examiners (NCBE), an applicant who takes and fails to pass the bar examination has the right to inspect a copy of his or her Multistate Bar Examination (MBE) answer sheet or Multistate Professional Responsibility Examination answer sheet, scores, and the correct answer key to the form of his or her MBE examination or Multistate Professional Responsi- bility Examination under the procedures designated by the board.
An applicant for admission by examination shall not be admitted to the Bar unless that applicant has also taken the Multistate Professional Responsibility Examination (MPRE) written and administered by NCBE and has received thereon the minimum required grade as determined by the Committee.

We further recommend that Chandler be ordered to take and pass the Multistate Professional Responsibility Examination administered by the National Conference of Bar Examiners during the period of his actual suspension in this matter and to provide satisfactory proof of such passage to the Office of Probation within the same period.
