Out of school time program means a child care/school-age or youth development program caring for children who are in kindergarten (K-5 years of age) and above. Out of School Time(OST) care includes before and after school care, extended care during school holiday, summer day camps, and youth development programs. OST programs which operate with children arriving and leaving voluntarily for scheduled classes, activities, practice, games and meetings are defined as a recreational program and do not fall under the definition of requiring licensure as an OSTprogram.
