Provincial Secretary definition

Provincial Secretary means the secretary of a Province of the ANC;
Provincial Secretary means a Cabinet member appointed by the President of the Citizens’ Council who is responsible for a portfolio regarding specific matters, issues, departments, or Institutions based on a mandate letter from the President;
