Special Ballot definition

Special Ballot means a Ballot for an Elector whose name is contained in the permanent electors register and who is unable to vote at an Advance Vote or at the Voting Station on Election Day;
Special Ballot means voting by mail or any other alternate method approved by the Board of Trustees.
