The amount of a Tort Claim that is not otherwise settled and resolved by a Stipulation of Amount and Nature of Claim shall be determined and liquidated, in the discretion of the Debtors or Reorganized Debtors in either (a) the administrative or judicial tribunal of appropriate jurisdiction or (b) the United States District Court for the Northern District of Ohio.
