System Improvements Costs means costs incurred for construction or reconstruction of System Improvements, including design, acquisition, engineering and other costs, and also including, without limitation, the type of costs described in Idaho Code §50-1702(h), as amended, to provide additional Public Facilities needed to service new growth and development.
