System improvement costs definition

System improvement costs means costs incurred for construction or reconstruction of system improvements, including design, acquisition, engineering, and other costs attributable to the improvements, and also including the costs of providing additional public facilities needed to serve new growth and development. System improvement costs do not include:
System improvement costs means costs incurred for construction or reconstruction of System Improvements, including costs of design, right-of-way acquisition, engineering and other costs attributable thereto, and also including, without limitation, the type of costs described in Idaho Code, section 50-1702(h), to provide additions to the System needed to serve new growth and Development. System improvement costs include the construction contract price, surveying and engineering fees, related land acquisition costs (including land purchases, court awards and costs, attorneys' fees, and expert witness fees), and expenses incurred for qualified staff or any qualified engineer, planner, architect, landscape architect, or financial consultant for preparing or updating the capital improvements element, and administrative costs of up to three (3) percent of the total of all other system improvement costs.
