Categorical Eligibility – The Rhode Island Temporary Assistance for Needy Families (TANF) Program extends eligibility for the CCAP to Rhode Island Works Program (RI Works) cash assistance recipients, including Teen and Family Development Program participants, who meet the need for services as established in § 4.5 of this Part.
Rhode Island Works (RI Works) recipients, including those who are Teen and Family Development (TFD) participants, parents participating in an approved education or training program, as well as families making the transition off cash assistance, may complete an application through the DHS-2 or on-line, or have child care added as an activity within their RI Works case.
RI Works participants or teen parents involved in the Teen and Family Development Program, must be in an approved education and training activity or work plan activity as established in § 4.5 of this Part.
Participants enrolled in the Teen and Family Development program receive assistance with case management and supportive services to assist with increasing self-sufficiency through education and/or employment.
The CCAP consolidates the DHS child care subsidy programs for RI Works recipients, income eligible working families (formerly known as the Low Income Child Care Program), families where the parent(s) is participating in an approved education and training program, and teens participating in the Teen and Family Development Program (formerly known as Youth Services), and short term special approval child care.
First Connections functions as part of the larger system of family home visiting services which include the following: Early Intervention (EI), Healthy Families America (HFA), Nurse‐Family Partnership (NFP), Parents as Teachers (PAT), Teen and Family Development (formerly “Youth Success”), Early Head Start (EHS), Health Equity Zone programs, Family Care Community Partnerships (FCCP) and other DCYF contracted services.
Both RIWRI Works cash assistance recipients and Youth Services Teen and Family Development (TFD) program participants receiving RIWRI Works cash assistance are categorically eligible for the CCAP if they have met all other general requirements and established a need for services.910.

Teen & Family Development Teen and Family Development (TFD) case managers assess and assist pregnant and parenting teens under the age of 20 who receive state benefits (cash and medical), and have barriers to education andemployment such as transportation, childcare, housing, basic needs, physical health, mental health, financial literacy, and coordination of referrals.
