All state and local governments and non-profit organizations receiving more than $750,000 from all funding sources, that are defined as federal financial assistance for audit purposes, shall comply with the audit requirements of 2 CFR Part 200 (Uniform Guidance).
Any purchase of equipment or real property with Funds must be consistent with the Uniform Guidance at 2 CFR Part 200, Subpart D.
If applicable, all federally funded projects, loans, grants, and sub grants whether funded in part or wholly, must be procured in a manner that conforms with all applicable Federal laws, policies, and standards, including those under the Uniform Guidance (2 C.F.R. Part 200).
Where federal funds are utilized in connection with this procurement, and to the extent applicable and absent stricter or controlling State provisions, the following federal provisions (in addition to the North Carolina General Terms and Conditions above) may apply consistent with Uniform Guidance in 2 C.F.R. § 200.326 and 2 C.F.R. Part 200, and its Appendix II.
Note: any entity expending $750,000 or more of federal funds in a fiscal year is required to have an annual single audit per the federal Super Circular Uniform Guidance (45 CFR Part 75).
