20 MANAGEMENT RIGHTS. The right to manage and operate the school system, and to organize and maintain the efficiency of employees, is the function and responsibility solely of the Board, subject to the terms and conditions of this Agreement. All rights and responsibilities concerning the operation of the Board's business not specifically restricted herein shall be reserved to the Board and be its sole responsibility.
