Application to Personnel Actions. In light of the fact that “need” is and has been a criterion in all personnel actions involving renewal, reappointment and tenure, it is specifically recognized that the provisions of Articles 18 and 19 of this Agreement do not apply to individual personnel actions involving non-renewal, non- reappointment and denial of tenure where “need” is used as a basis.
