Subject to the Controller’s certification of available funds and procedures to be established by DHR, appointments may be made by an Appointing Officer at any step in the compensation grade under any of the following conditions under the following conditions: a. A former permanent City employee, following resignation with service satisfactory, is being reappointed to a permanent position in his/her former classification; or b.
