AREAS FOR DISCUSSION AND AGREEMENT. This recognition constitutes an agreement between the Board and the Association to attempt to reach mutual understandings regarding matters related to terms and conditions or employment for members of the negotiating unit. The Board and the Association recognize that the Board is the legally constituted body responsible for the determination of policies covering all aspects of the Western Reserve School System. The Board recognizes that it must operate in accordance with all statutory provisions of the State, and such other rules and regulations as are promulgated by the Department of Education in accordance with such statutes. The Board cannot reduce, negotiate, or delegate its legal responsibilities.
