Association’s Responsibilities. In the event, however, that there is a work 4 stoppage or any other interference with Department functions which is not authorized by the 5 Association, the Employer agrees that there shall be no liability on the part of the Association, its 6 officers or representatives; provided that in the event of such unauthorized action they first meet the 7 following conditions:
