Education of Students with Disabilities 3.5.1. The DOE is the State of Hawaii's “state education agency” (SEA) and “local education agency” (LEA) for purposes of compliance with the Individuals with Disabilities Education Act (IDEA). Supervision of Student Teachers Paragraph 1: Supervision of a student teacher shall be voluntary.
