It is the goal of the Commonwealth that more than 42% of its purchases be made from small businesses. All potential bidders are required to submit a Small Business Subcontracting Plan.

SPECIAL TERMS AND CONDITIONS The provisions contained within the Special Terms and Conditions supersede any like terms and conditions contained in the Contract General Terms and Conditions.
