Barriers and diversions. The Authority shall procure that during the Operation Period, no barriers are erected or placed by any Government Instrumentality on the Project site except for reasons of Emergency, national security, law and order or collection of taxes. The Authority shall also make best endeavours to procure that no Government Instrumentality shall undertake or cause to be undertaken, except for reasons of Emergency, national security or law and order in the Project site that may cause a material adverse effect on the work flow, to and from the Proposed Project Site.
