Common use of Baselines Clause in Contracts

Baselines. The full M&E Plan shall establish baselines for every Indicator (each a, “Baseline”). An Indicator’s Baseline should be established prior to the start of the corresponding Project, Activity and/or Sub-Activity. Baselines demonstrate that the problem can be specified in measurable terms and are thus a pre-requisite for adequate intervention design.
