Government Contribution. In accordance with Section 2.6(a) of the Compact, the Government shall make a Government Contribution toward meeting the Project Objectives. Such contribution shall be in addition to the Government’s spending allocated toward such objectives in its budget for the years immediately preceding the year that the Compact enters into force, and shall comply with the provisions of MCC’s Guidelines for Country Contributions. Schedule 3 to this Agreement sets forth the budget allocation of the Government Contribution to the Projects and Program Administration over the Compact Term.
Government Contribution. During the Compact Term, the Government will make contributions, relative to its national budget and taking into account prevailing economic conditions, as are necessary to carry out the Government’s responsibilities under Section 2.6(a) of this Compact. These contributions may include in-kind and financial contributions (including obligations of Benin on any debt incurred toward meeting these contribution obligations). In connection with this obligation the Government has developed a budget over the Compact Term to complement MCC Funding through budget allocations to each of the Projects and Program Administration. The Government will make a contribution of approximately US$28,125,000 (or 7.5 percent of the amount of MCC Funding provided under this Compact) over the Compact Term. The Government will allocate such contribution in the national budget according to a multi-year plan. The Government will provide evidence of the approval thereof to MCC prior to entry into force. In the event that deobligation of the On-Grid Tranche Funding or the Off-Grid Tranche Funding occurs in accordance with Section 8.3(a) of this Compact, the obligation for the corresponding Government contribution will cease to apply. Such contributions will be in addition to the Government’s spending toward such Project Objectives in its budget for the year immediately preceding the establishment of this Compact. The Government’s contribution will be subject to any legal requirements in Benin for the budgeting and appropriation of such contribution, including approval of the Government’s budget by its legislature. The Parties may set forth in the Program Implementation Agreement or other appropriate Supplemental Agreements certain requirements regarding this Government contribution, which requirements may be conditions precedent to the Disbursement of MCC Funding. During implementation of the Program, the Government’s contributions may be modified or new contributions added with MCC approval, provided that the modified or new contributions continue to advance the Project Objectives.

4.1 Off-Grid Clean Energy...
Government Contribution. The Government Contribution may include in-kind and financial contributions (including obligations of Nepal on any debt incurred toward meeting these contribution obligations). In connection with this obligation, the Government has developed a budget over the Compact Term to complement MCC Funding through budget allocations to the Compact Program. The Government Contribution is US$130,000,000. The Government Contribution includes a contribution of US$40,000,000 following Compact-signing but prior to entry into force of the Compact. The remaining contribution of US$90,000,000 will be committed by the Government prior to the initial disbursement of Program Funding and subsequently disbursed within the Compact Term. The Government Contribution is exclusive of the Government’s other obligations in the Compact including exemption of all Taxes. The Government Contribution will be subject to any legal requirements in Nepal for the budgeting and appropriation of such contribution, including approval of the Government’s annual budget by its legislature. Government Contribution. Consistent with the requirements of each of Section 2.6(a) and Annex II of the Compact, as well as Section 2.13 of this Program Implementation Agreement, the Government will make the Government Contribution over the Compact Term to supplement MCC Funding through direct financial contributions toward expenditures of MCA-Benin II, or as otherwise agreed by the Parties in writing. The Government Contribution does not incorporate costs incurred by the Government prior to the Compact. Any reallocation across any line item or time period of the amounts below must be agreed to in writing between MCA-Benin II and MCC. The Government Contribution will support:

(c) The Government further agrees to adhere to the principles and procedures for managing the Government’s contribution as specified in Schedule 4 to this Agreement.

(b) Exhibit A to Annex II (Multi-Year Financial Plan Summary) to the Compact is deleted in its entirety and replaced by revised Exhibit A set forth in Annex I to this Amendment.
Government Contribution. 7.1 Government contribution for PC Structure along with Drip & Fogging System will be processed and sanctioned, subject to submission of subsidy claim form (form no 2) by the ▇▇▇▇▇▇ to PCS supplier for onward submission to GGRC.
7.2 GGRC will process Government contribution (subsidy) claim of the farmers for PCS Structures as per the norms of GR of Government of Gujarat and credit the same in ▇▇▇▇▇▇’▇ account as back-ended subsidy.
7.3 GGRC shall release subsidy to applicant ▇▇▇▇▇▇ within the limit of 50% of the total Protected Cultivation Structure unit cost or as per norms defined time to time by the Government. In case of loanee ▇▇▇▇▇▇, the Government Contribution will be ‘back ended’ and will be credited in ▇▇▇▇▇▇’▇ account with respective bank and interest on the credited amount of Government contribution will not be chargeable by the respective bank to ▇▇▇▇▇▇.
7.4 As per requirement of Government contribution entitlement, ▇▇▇▇▇▇ is required to maintain PC Structure at least for 5 years from the date of handing over PC Structure by PC Structure supplier and for the same, ▇▇▇▇▇▇ is required to give certificate along with the subsidy claim in form No.2.
7.5 In case PC Structure is not available on the ▇▇▇▇▇▇’▇ field during 5 years from the date of handing over PC Structure by PCS supplier to the ▇▇▇▇▇▇ due to any reasons, ▇▇▇▇▇▇ is not entitled for Government contribution and GGRC shall recover the Government contribution amount from the beneficiary ▇▇▇▇▇▇.
7.6 This agreement will be considered as part of undertaking for the purpose of subsidy.

Government Contribution. The Government will cause to be contributed US$40,000,000 plus an estimated 10 percent contingency, for the renovation and reconstruction of the Makina, as well as ensure that all additional funding necessary for completion of the Makina is made available through additional contributions, private sector, or other donor financing. The Government will also provide the necessary funding for environmental remediation on the river Oued Boukhrareb, the renovation of the riverbanks near PLY and the acquisition and unification of property at PLY and the fondouks. In addition, the Government will fund an initial census of occupants at PLY and urgent preliminary works at the Makina and the fondouks, the scope of which will be subject to MCC approval. For all sites within the Fez ▇▇▇▇▇▇ Project Activity, the Government will ensure that the property is acquired and held in a single public entity to be approved by MCC. Unification of ownership of all sites will be a condition to Disbursements as more specifically set forth in the Project Implementation Agreement. The Government will make the Ain Nokbi site available for resettlement of copperware workers physically and economically displaced as a result of the Fez ▇▇▇▇▇▇ Project Activity.

(b) Unless otherwise agreed by the Parties in writing, contributions denominated in the local currency of Malawi or other foreign currency shall be recorded and converted to United States Dollars at the exchange rate on the date the contribution payment is made or using an average rate over the period of contribution, in each case, using the exchange rates published by the central bank of Malawi or such other source acceptable to MCC.
