BEATE - Preliminary note. ‌ Since 1 January 2016 the provisions of the German Bundesnetzagentur „Festlegung von Vor- gaben zur Umrechnung von Jahresleistungspreisen in Leistungspreise für unterjährige Kapazi- tätsrechte sowie von Vorgaben zur sachgerechten Ermittlung der Netzentgelte nach § 15 Abs. 2 bis 7 GasNEV” (following: BEATE) apply to the calculation of transmission fees in the German gas grid. In this context, German transmission system operators (TSOs) shall – beside other rules under BEATE – grant a 50% discount on the yearly fees for German transmission capac- ities at storage facilities. Some special BEATE provisions concerning the transmission fee discount at storage connec- tion points are applicable to storage facilities in Germany – as UGS Jemgum –, which are connected to more than one market area or to the market area of a neighbouring country. For the cross-market area/ cross-border usage of the Storage Service • either no transmission fee discount will be granted (Storage Customer pays the undis- counted transmission fee), or • the transmission fee discount shall be granted by the TSO if a “supplementary charge” (cf. transfer-charge) will be paid by the Storage Customer. In case of a single-market area usage of the Storage Service a transmission fee discount shall be offered by the TSO. The parallel cross-market area/ cross-border usage and single-market area usage of the Stor- age Service is possible as long as the BEATE provisions are maintained. EWE as the storage system operator uses reasonable endeavors to comply with the BEATE provisions in order to demonstrate towards the connected TSOs that the use of the Storage Service by the Storage Customer is in line with the BEATE provisions.‌
