BPDB Observation Visits. (a) BPDB shall, at its own cost, have the right to have its agents or employees at the Site at any reasonable time, subject to giving reasonable prior notice to the Company (except that no notice shall be required during an Emergency) to observe the progress of the construction, testing and Commissioning of the Facility in accordance with Section 7, and the operation of the Facility.
