Buy-Back definitions. For purposes of this unique overtime practice, Buy-Back Policing shall mean community crime prevention, special investigative and other law enforcement activities normally within the scope of the authority of the MPRB. Additional activities may be added only upon the express written agreement of the Parties. Buy-back opportunities shall be available to all employees in the ranks of patrol officer, sergeant and lieutenant on a non-discriminatory basis. The MPRB shall maintain a system of posting buy-back opportunities that includes a description of the duties and the available dates and times so that any interested and eligible employee can sign-up for such duties. Buy-back assignments shall be available, subject to reasonable restrictions to ensure fairness to all eligible employees, on a “first-come, first-served” basis. If the buy-back assignments cannot be filled from within the Park Police, the MPRB may fill such assignments by providing an equal opportunity for volunteers from the Minneapolis Police Department.
