Commission to Establish Standards. The Commission shall establish District performance metrics for response times and levels of service. Creating District performance metrics shall be a condition precedent to this Agreement, and the Agreement shall not become effective nor enforceable unless the Commission, by a unanimous vote, establishes District performance metrics. Attached as Exhibit A are the performance metrics established for the District, which are hereby incorporated into this Agreement. Performance metrics shall only be amended with the approval of all Municipalities.
