Compliance With Job Posting Procedure. The Employer shall not in any form or manner hire or use any person from outside the bargaining unit with respect to any job vacancy within the bargaining unit which is subject to job posting under this Article, until such time as the Employer has complied fully with the job posting provisions of this Agreement, except to overcome short-term operational requirements until the job selection process, as prescribed by Article 14, has been concluded.
