Controls and Audit. The [Beneficiary][Beneficiaries] must provide any information requested in order to verify proper implementation of the Project, costs incurred under the Project, and compliance with any other obligation under this Agreement. EFI has the right to audit or to nominate any third party to audit the [Beneficiary’s][Beneficiaries’] records relating to implementation of the Project, costs incurred under the Project during term of the Agreement and thereafter for a period of ten years after the payment of the balance. The [Beneficiary][Beneficiaries] must — for a period of ten years after the payment of the balance (or until the end of review procedures, as applicable) — keep records and other supporting documentation in order to prove the proper implementation of the Project and the costs incurred under the Project.

The Beneficiaries must — for a period of five years after the payment of the balance (or until the end of review procedures, as applicable) — keep records and other supporting documentation in order to prove the proper implementation of the action and the costs they declare as eligible.

Expenditure submitted for payment claim by the Lead Beneficiary to the JS must be verified by the first level controllers, according to the procedure described in the Verification Manual as in force. For control and audit purposes, the Lead Beneficiary should retain a copy of all beneficiaries’ certificates of verified expenditure. The Lead Beneficiary accepts that the competent services of the European Commission, of the Member States, the European Court of Auditors and national authorities, the management bodies of the Programme, as well as the designated controllers/auditors will control/audit the financial management and implementation of the project through documents and on-the-spot checks. To this end, the Lead Beneficiary and the project beneficiaries will: prepare all documents required for the above controls / audits, provide and give access to all the necessary information and documents supporting an adequate audit trail, give access to their business premises, throughout the implementation of the project as well as within a period of three years starting from 31 December following the submission of the accounts in which the expenditure of the operation is included.

Controls and Audit. 9.1 Expenditure submitted for reimbursement by the Lead Partner to the JTS must be verified by the first level controllers, according to the procedure described in the Verification Manual as in force.
9.2 For control and audit purposes, the Lead Partner should retain a copy of all partner invoices related to the expenditure.
9.3 The Lead Partner accepts that the competent services of the European Commission, of the Member States, as well as the designated controllers/auditors will control/audit the financial management and implementation of the project through documents and on-the-spot checks. To this end, the Lead Partner and the project partners will:
a. prepare all documents required for the above controls / audits,
b. provide and give access to all the necessary information and documents supporting an adequate audit trail,
c. give access to their business premises, throughout the implementation of the project as well as within a period of five years after the closure of the Programme.

To this end, the Lead Beneficiary and the Project Beneficiaries will: prepare all documents required for the above controls / audits, provide and give access to all the necessary information and documents supporting an adequate audit trail, give access to their business premises, throughout the implementation of the project, as well as within a period of five (5) years starting from 31 December of the year in which the last payment to the beneficiary is made. For control and audit purposes, the Lead Beneficiary should retain a copy of all Beneficiaries’ certificates of verified expenditure.
