CRAFT BURDENS AND BENEFITS. The base labor rates described in section 4.5.1 of this Exhibit were adjusted to account for statutory burdens, insurance and benefits. There is a shortage of skilled and semi-skilled craft workers in the Oklahoma area. A competitive compensation package will be required to attract the estimated 400 craft workers needed for construction of the Lawton Mill. Rates for statutory burdens were based on a project in Oklahoma. The items included were:
