DBE Goals. Only DBE firms certified in the State of Arizona Unified Certification Program (AZUCP) prior to the DBE starting work on the Project shall count toward attaining the DBE Goals. Developer, as part of its Good Faith Efforts to meet the DBE Goals, may expand its search to a reasonably wider geographic area, including other states, provided that all out of state DBEs submit applications to ADOT to become certified in Arizona prior to beginning any Work for DBE credit.
