Declining a Recall. It is expected that employees will not unreasonably decline work within their seniority block or other blocks to which they are registered. Accordingly, where an employee declines work on more than three (3) occasions in a calendar year without reasonable excuse, he/she will be dropped to the bottom of the seniority list by assigning him/her a new hire date.
