Definition and Procedural Steps. A grievance is any dispute that involves the interpretation or application of any provision of this MOU or County regulation that has been incorporated by reference into this MOU excluding, however, those provisions and regulations that specifically provide that the decision of any County official shall be final. The interpretation and application of those excluded provisions and regulations are not subject to the grievance procedure. An employee may appeal disciplinary action to the Merit Board or through this grievance procedure. The Union may represent the grievant at any stage of the grievance process. Grievances must be filed within thirty (30) calendar days of the incident or occurrence about which the grievant claims to have a grievance. Discipline appeals utilizing the grievance procedure must be filed within the timeframe set forth in Section 19.6 – Procedures on Dismissal, Suspension, Demotion or Reduction in Pay. Grievances will be processed in the following manner:
