Definition of Complaint. A complaint is defined as an alleged administrative violation of an established written policy of the Board. A complainant may process a Complaint through the third step of the grievance procedure. The decision of the Board on any complaint shall be defined as any verbal or written expression, resentment or dissatisfaction against an employee by any person while final and not subject to Step 4 of the employee is performing his/her duties for the Boardgrievance procedure.
