Distribution of Literature. A. Duly appointed job stewards may, before working hours or during the meal break, distribute official employee organization literature in accordance with department access policy. Organizational literature shall not be libelous, obscene, or defamatory. B. IUOE shall hold the State employer harmless from any actions resulting from any materials posted or distributed by the Union.
