Effect of City Lay-Off. An employee who is laid off and returns to work in accordance with the lay-off policy, as adopted and as amended by the Civil Service Commission, shall be credited with years and months of full-time service employed by the City prior to the lay- off, as a credit toward length of service in Section 1 of this Article.
