Exchange of Information and Documents. The Commission and the Association agree to exchange information, publications and documents relating to matters of common interest, subject to any limitations which either party considers to be necessary for the safeguarding of information which, in its judgement, or according to its rules, has a confidential character, and subject to any obligations which it may have to third parties. The provision of any data or information collected by any monitoring facility or through other verification activities shall require a decision by the Commission or the Association, as appropriate.

However the provision of any data or information collected by any monitoring facility or through other verification activities, except for meteorological data, shall require a decision by the Commission or the Organization, as appropriate.
