Factor 2: Integrated Management and Staffing Approach. The Government will evaluate the Offeror’s management and staffing approach to the determine if the Offeror has clearly demonstrated an understanding of the personnel requirements and the ability to hire, train, and retain an adequate number of personnel with the experience, qualifications, and clearances necessary to perform and its ability to provide an integrated enterprise approach to the OEE. The Government will consider proposed staffing by number and labor category of personnel proposed for the duration of the performance periods, and any proposed plans to cross-utilize or rely on reach-back, part-time, or temporary personnel during performance. The Government will evaluate the Offeror’s program management approach and its phase-in approach to ensure a smooth transition of the contracted operations. The Government will also evaluate the resume of all personnel identified as ‘Key’ to determine if the proposed candidates possess all required certifications, security clearances, and other qualifications.
