Financial Management Responsibilities of the College. 9.1 Annex 8 sets out in detail certain aspects of the financial framework within which the College is required to operate. These should be supplemented by guidelines or directions issued by the Department/Minister in respect of the exercise of any individual functions, powers and duties of the College.
