Geotechnical and Seismic Conditions. Treasure Island proper (excluding most of Yerba Buena Island) is comprised of artificially constructed lands that were created using non-engineered fill. As a result, unless substantial geotechnical and infrastructure improvements are made, Treasure Island is expected to perform poorly in a major earthquake. The primary geotechnical concerns from earthquake-induced hazards include soil liquefaction and lateral spreading. Thus, the Project has been designed to improve seismic safety and to meet all applicable building and seismic safety standards. The Infrastructure Plan referenced in Section IV.B below describes the various geotechnical techniques that will be employed to seismically stabilize the perimeter of Treasure Island and prepare the Property for development.
